Simply placing the convicts in prison was considered a deterrent to committing another crime. It's worth knowing that in winter, the cells were not heated and were often damp. The harsh conditions in cells, including the austere furnishings, were meant to discourage misconduct and enforce improvement.
Punishments for theft, the most common form of crime, were reduced. For stealing an item worth less than 5 thalers, the sentence could range from eight days to four weeks in prison. For stolen items of higher value, the thief could be sentenced to up to two years of imprisonment.
